Instead of using concentration methods, you should try some type of effortless, non-directional technique. (I do Transcendental Meditation, but there are others, such as Sri Sri Ravi Shankar's Sahaj Samadhi meditation.) Basically, there are 3 types of meditation: 1) Focused attention techniques, or concentration, as you seem to be describing. 2) Open monitoring techniques, such as mindfulness or monitoring thoughts. 3) Automatic self-transcending techniques which is the effortless transcending of the meditation process itself.

Each technique has characteristic brain wave patterns, but I find that type 3 techniques are best for quickly gaining a deep state of rest in the body, while the awareness remains alert and there is an experience of blissfulness.

That said, there will always be times when there is some restlessness that comes up in meditation. It is usually associated with some kind of stress release. Just do the technique and don't mind what happens. The deep meditation will return at some point.

It's also NOT advisable to meditate soon after eating. I would wait a few hours.
