Yes, at the 'highest level' and Shiva has three of them. He is known as Tripurari and Trilokanath for this very reason.
Each level does not exist independent from each another and therefore the formless can appear as a 'formless form' and we call that one Nirupa rupa Or Rupa, Nirupa and Ishvarupa/ Jagat Rupa - that which is within, without, neither and both and all at the same time.

At the highest level, Shiva is regarded as nothing but Shiva.

I was just internally reminded that in Shaivism, the Nirupa Rupa or 'formless form' of Shiva is represented in the macrocosm by the Shiva Lingam and in our inner-awareness as the Jyotir Lingam.
The Jyotir Lingam is an endless, infinite, unlimited pillar of endless light and energy, produced by the effulgence of Rudra Shiva.
It is so immense, even Lord Brahma and Lord Vishnu couldn't find where it began or ended.
Of course, Lord Brahma lied about having 'found Brahman' and from out of the Jyotir Lingam, Bhairava appeared and decapitated one of Brahma's 4 heads (that of ego), but then Bhairava had to carry Brahma's decapitated head around for 7 years after that, because Brahma was a Brahmin...who lied about Brahman...
Gotta love this religion sometimes.

What is there to 'understand' about the Tao?
I cannot really discuss anything with those who are still using their mind to try and go beyond the mind and therefore this conversation has reached its natural conclusion for me.
It facilitated the awareness of 'horses for courses' and I'm more than happy to just leave it there and go worship Bhairava instead.

I just totally love Shiva, with all my heart, mind, soul and everything that's already His. I cannot even reason, talk or think my way out of doing so - it don't work. It is something so deep, words don't go there and 'love' is the closest term humans have. So, I can go two ways with it:
