You are accessing them right now. Everything you are experiencing in life, including the ego story you feel as "you", is already encoded, in all its past, present, and future possible permutations in those records.
How we access this information and make it real for our consciousness to experience is a matter of scientific conjecture. I suspect that the Akashic records (block universe) are encoded into the fluctuations of the quantum field (or quantum foam). Similar to the way in which radio or television signals are encoded into the fluctuations of the electromagnetic field, only the quantum field is not a physical field, but rather a mathematical field that describes the probability of what could be made manifest. Encoded within that field is the information to construct any reality, in the present moment, that your consciousness wishes. Nothing is strictly impossible, but rather it is a matter of different probabilities. A quantum wave function describes the probability of something (whether a single electron or an entire universe) becoming manifest in the variability of the amplitude of the function. It is your consciousness that determines what will become manifest for you (your reality) by making an observation. Once you make an observation, you collapse... so to speak.. the wave function (for your own consciousness) from a probability wave description of what might be, into your present moment experience of reality. Spacetime and matter do not exist as physical realities prior to observation (interaction with the quantum field) by a conscious observer, after which, it is only within the conscious observer where the information within the wave is selected and takes on a physical representation (a kind of virtual reality playing out within your consciousness). I expect we generally collapse the quantum potentiality wave at a point in line with the maximum probability and this results in two different observers experiencing similar experiences of reality, and I suppose also allows for a general continuity of that experience through spacetime. This is somewhat analogous to two people watching the same television show by tuning into the same station at the same time. Or people playing the same virtual reality video game by downloading the necessary information from the WWW at the same time. Or, as in the movie he matrix when data is downloaded into the mind of the participants, and they create that "shared" reality within, yet that reality exists separately in each mind. Except in this case, there is no external physical system. There is instead, an infinite "field" of information, encoded within the universal consciousness (or mind of God if you prefer), available to any point of consciousness, in the eternal present moment.
