I have a question.. Who monitors earths atmosphere? Is earth's atmosphere slowly depleting?

No, but on some level we all do (as we have not choosen someone in particular to protect us) but actually the atmosphere is becoming stronger as we strive to protect ourselves. There may be some people who do regulate what comes in and out -what government keeps from us to keep us "safe" ...

What is likely to be happening when I am advised I am on the cusp of a transit period. Is this a good or bad thing. I was slightly confused by the way it was conveyed. Thanks Sandi

Even your question is framed in an ambiguous way.

There are two kinds of cusps in astrology, the cusps of signs and the cusps of houses. At present no planet is on the cusp of any sign, although on 11 June the giant planet Jupiter will move from Taurus into Gemini (and for a week or so before that moment when he changes signs he is "on the cusp of Gemini" -- which means that although he is still in Taurus, he is "preparing for change" to the character of Gemini.) A planet is in the sign it is in and the dividing line between two signs is very precise and well-defined. A planet is either in Taurus, or in Gemini; the position near the cusp (the last 3 degrees of a sign, generally) indicates a time that may be somewhat unsettled, or begin to show traces of the upcoming change. It is neither "good" nor "bad", but it indicates that what has gone before in time -- the events and circumstances that developed before it reached the cuspal zone are now well-established and it is time for a change of emphasis.

These changes can only be interpreted by examination of your personal horoscope.

The cusps of houses can only be known by casting your individual, personal chart based on an accurate time of birth.

A cusp implies "Change." With signs it implies a change in the fundamental nature of things...Aries is "Exploration and Initiation," while Taurus -- the sign which follows Aries in the zodiac, and which a planet having been in Aries next enters -- is "Establishment and Consolidation". That which was begun in Aries is in Taurus given a firm footing.

Houses deal with "surrounding circumstances" of different types. As an example of what a planet changing houses might show.... A few years ago Saturn, which spends 2 or 2-1/2 years in each house during its transiting cycle, had been in my 2nd House (house of money affairs) and then moved into the 3rd House (neighbors and other things). At the very time Saturn (who symbolizes things that are heavy or burdensome) changed houses, I finished paying off 2 bills that had been weighing heavily on my finances...and then quickly became involved in disputes with my neighbor. The "focus" of Saturn changed from "money" to "neighbors".

I understand the message given.. and its the radiation from the sun that can be a potential problem. due to the earth's atmosphere is depleting.
