Personally I believe everything happens for a reason, maybe that child had a lesson to learn??
Also the 'abuse' of power comes back on us and we learn, sometimes we do not know how strong our powers are, is that our fault? If it was done with a positive intent then its not abuse, however I have personally paid the price of abuse of power and I see it as learning to suppress negativity etc..
As for is there justice, yes but we must take into consideration any past life karmic issues that balance out incarantional events.

I'd say there is always justice...everywhere.
Humans, locked into the illusion of time, may not be aware of it.
None the less, it is part of the Creator's own Being or Essence.

Ah but what is justice, are we just looking at our misdemeanours of this life or are we looking at the bigger picture?
Don't seek justice, return the energy with gratitude and love, as the person who harms / upsets / creates difficulties - they are your greatest teachers and playing a crucial role in your development and learning.
