Let me get this straight - your friend bought a spell ball (whatever that is!) where someone had already cast a spell on it to bring her luck and happiness. She got this off ebay. The person who cast the spell on the spell ball had never met your friend before.....
OK, well, if your friend sent the person who cast the spell her information, such as her name, birth date etc. and if your friend also sent her some personal concerns such as a piece of her hair - then yes it's quite possible for the person to cast a spell to bring your friend luck and happiness. If the person casting the spell is powerful and a good spell-caster then the spell should be quite good but if the person isn't very strong at spell-casting then the spell will not be very strong.
If the spell had been put on this spell ball before your friend ordered it, then it was just a general spell for good luck for whoever bought it, then it's hard to say how strong the spell will be.
It all depends, too, on who you're dealing with - there are a lot of scam artists out there but there are some legitimate workers as well.
