I've used CBD oil for pain relief.
I have a friend who uses it for anxiety attacks.
Neither one of us have had problems related to insomnia. I have insomnia but I've had that for years before introducing CBD oil to my life.
But I took correct dosages. Never 3 droppers. One ml per dose.
Now I take low dosage THC, high dosage CBD tincture. It's legal here in Colorado.

Seroquel and CBD oil do not interact well and can worsen symptoms. In reality, Seroquel shouldn't be used as a sleep medication as it's actually designed for something entirely different (my daughter takes it so I'm familiar with it and it's use).
Maybe see your doctor as a matter of course and get checked over.
