I think what is meant is that we don't see the planets and stars in real time, because it takes time for the light to travel the great distance. For instance, it takes about 8 minutes for a photon (light) to travel from the sun to our planet. In that sense, when we look at the sun from earth, the image we perceive of it is actually lagging behind with 8 minutes. So when we look at the stars from earth, everything we see is a snapshot of the past.
