Neither! It can be both good and bad, like a tool is all about the meaning and use you give to it. I always make the knife comment, it can be used for preparing food which brings sustenance or kill someone, it's not bad itself: is the person who uses it who gives it a different meaning.
Also like in your case there are some numbers which attach themselves to us, it's good you have awareness of it, helps in paying attention to special messages we are sent. Mine is number 9 and even then it can have a good or bad meaning in my life.

It seems to be good luck for me, some of my luckiest and best days have been a friday the 13th. Which still seems to be a continuing theme.
