The gap between what is and the perception of it is not a measurable one. Willfull beings have two facets to them see, the stuff that occurs to them and the stuff they think up.
The gap between thoughts and the universe is also immeasurable. Mostly influenced by beliefs and other filter perceptions, 'what is' is largely another way of saying 'what appears to be'.
A person, being willful, can determine the nature of their thoughts, and the mind can be trained to abide by the intention a person has. That is at the heart of willfullness, and better I am surrounded by loving thoughts than hateful ones, but then again, never underestimate the power of belief. It mot like there's a Truth, and we are reliant on trust alone.
