I love Belline's interpretation. I also think 3's are usually a development, so the "action needed" might be inspired through a heartache or sorrow. 3 of swords comes up for me in readings when I am ruminating on regrets, at which point my action needed is to stop mentally torturing myself on past hurts, and try focus on the good around me.
