unless both are adept at lucid dreaming generally someone is quote in control and in this case it may not be you and that's why you couldn't speak or you couldn't speak to him and that he was there observing you. if you practice and become adept at lucid dreaming then you can break through the dream scenario that has been imposed upon you or the obstacle that is in imposed upon you by him and then you can speak freely.
sometimes I have been in someone else's dream and I have allowed them to steer the dream and so that I could see where was going however I was in control of what I did and what I said.
otherwise if you lack that control and are unaware, this can be extremely manipulative and you can be coerced into some the situations that seem real at the time in your dream, where you're forced to do something or say something that you would not normally do.
at that time if you are in control and were able to break through then you can actually wake yourself up if the situation becomes too strange, or too disturbing.
however it could also be used for real communication between the two of you if you can break through and he can do the same then you can find yourself communicating directly.
Also even more directly you can just meet in the spirit realm and communicate directly but perhaps that's for another time :)
