The concept is so simple I think I'm in kindy.
When a musician goes out of time we easily notice it, and a clock beats 60 beats per minute, atoms maintain a frequency, earth rotates the sun in the same number of days, and light has wavelength and frequency... frequency can be a random, in which case no perceivable time, or frequency can be uniform (rhythm) which is a sense of timing.
Because we have a sense of timing, we can discern between random events and rhythmic patterns, and we can use a rhythm/pattern to mark time, and then use that marker to measure intervals between events...
