Making a tarot deck in no easy job and a high level of understanding the tarot is needed. It still needs the traditional structure and convey the archetypal energy. The suits still need the elemental correspondences otherwise it becomes what we call an oracle deck.
There are hundreds (if not thousands) of tarot decks available these days, from traditional to whimsical. Some of the deck themes available are:
Cats
Celtic
Pagan
Victorian
Vampire
Fairy
Dragon
Fantasy art
Digital art
Photo manipulation
Magna
Llewellyn publish tarot decks with the most amazing companion books that guides you through each card.
Have a wander round the internet for sites that have deck reviews. Look at some of the youtube videos on deck reveals (Avalon's Spiritual Journey does lots of these).
There is a deck out there just waiting for you, I promise.

I'm using the RWS deck. I think it's great to start with and move onto a clone. I've been reading for about a year but not intensely.
I've made great gains helping others understand cards; I know it sounds odd, but when I hear someone struggle to understand a card or how it fits, helping them seems to make the meanings stick better.
I have no experience in Oracle cards.
