The entire article basically says the difference is in the eye of the beholder, but both make distinctions between right and wrong. Moral distinctions between right and wrong might be personal or religious whereas ethical distinctions between right and wrong might be community or philosophical.
Both make distinctions and hold there is right and wrong based on their own subjective view, and that brings us back to Vivekananda. Strip out personal, religious, community, philosophical points of view and the basis at its root is selfishness at the expense of others is wrong and selflessness at one's own expense is right. That's at the heart of religion and spirituality.
