Others can attempt to generate fear, but this is utterly pointless & really pitiful if we aren’t the willing receptors of their energy. Those who are energetic bullies & see their self as powerful masters of the Universe's dark energies will see negativity as powerful, but it is the weakest type of power. It is only powerful over those who are even more low-frequency than they are. Their standard technique is to puff their self up about how powerful supposedly they are in an attempt to scare others. They then use others fear of them against others. For those who are actually powerful they just laugh at these posers like an adult watching a 5 year old badger a 3 year old, knowing in 30 seconds they are about to give the 5 year old bully a spanking. The adult isn't remotely afraid of the 5 year old bully even though the 3 year old might be.
