Yes, how could it be otherwise?.. well, other than some even more technical, descriptions.. like the "Zero Point Field", (Lynn McTaggert), great reading.. which implies that the process is eternal with "cycles" being just a localized (in very large scale) phenomenon..

The answer to that question is yes, otherwise the second law of thermodynamics would be violated.
