I think someone's need to show her how to behave or else you've got yourself a dictator...
Put some gloves on and grab her neck when she is like that which is also calming for the cat as their mother did the same.

I don't own a dog but my cats are well-behaved and I will not tolerate such thing in my household ever. Cats or animals in general are like children, if they don't learn how to behave how in the world are they going to?!

She may be a mouthy cat and not listen but the one who runs the household (the mother/boss) is you. :)

Thanks for your comment Djurplagare89! My whole life I always had dogs but this is my first time with a cat so I have lots to learn from them.
