I think you're misunderstanding. Meditation as practice focuses on an object like breath, sensation, mantra, image, etc... That builds concentration and clarity and the ability to direct attention at will. Eventually. Meditation does not result in hyper-attention being paid to any and every thought that enters one's mind. In fact the practices are designed explicitly to rid one of that reactive habit by gently letting go of thought and returning attention to the object of attending.
