There are many good responses in this thread. As others have already said, the key to developing compassion is embracing one's own vulnerability. Let go of your need to be in control. Accept your own limitations. Feel your own insufficiency. When you embrace your inherent lack of power then you allow spirit to flow into you, filling the void created by your own absence.

Once you realize your own weakness it becomes easier to accept the weakness of others, and realizing your own weakness in combination with allowing spirit to complement what you lack, compassion and love automatically flourish.

That can happen and not always easy to shift. You got there for a reason and working through the reason, even finding it, may be difficult.
What you can do is instead of trying to feel compassion -which is quite a high vibration- focus on feeling joy and happiness for smaller things. Just regular things in life. The taste of an ice-cream, the feel of a breeze through your hair and the warm sun on your skin, how pleasing that crystal looks, how joyful you felt when you were given XYZ by someone etc. etc.
Small things.
Compassion is something huge which isn't within reach when the heart is closed. Small things are within reach. Start there. Every li'l stone thrown in the pond causes a ripple, no matter how small. Eventually the circles will get larger as you keep doing this.

In short: you want too much too soon. Start small and the rest will eventually flow from there.
Also, don't try to force anything. That will make it worse. Be playful, like a child would have this wonder. Smell the roses and let the whole "I can't feel compassion" story go.

What once helped me... going out in a small woods and observing nature. Nature always does its thing, no matter what happens, without fussing. The li'l bird falls from the nest, mom & dad will feed it still. Water's stream gets blocked, it finds another way effortlessly.
The ease and acceptance and 'being-ness' of all things and beings in nature can be such a relief as you realise you too have that in you.

Maybe you are just shut off from your true nature, like most people.

Compassion, like love and joy, arises spontaneously from within in each moment. We do not have to try to feel compassion - compassion is the natural expression of Consciousness. This natural expression is blocked by the limited restrictions of personality.

At the centre of the heart area is a small space of stillness and peace. This does not mean the physical heart. Find that space and rest there.
