Empty Houses - help?

Empty houses, I got 5 I think.
I Googled info, very interesting. This one site says that when a house is empty it means the aspect of that house comes easy to you, so it doesn't require so much focus.
You can then check what it means (given on the site per house).
Then it explains you also look at the sign on the cusp of that house. And that's where I get lost...
What does that mean? A sign in the house prior to the empty one? But what if that is empty too?

For instance my House 2 AND 3 are empty. I want to know more on the empty 3, so I have to look at the sign on the house cup?
They give an example -see below- but I don't understand?
My 3rd house is in Leo, 2nd in Cancer. Both empty :/

Empty House 3 means easy communication which is entirely correct. The sign on the cusp gives info on how you (best) communicate. I'd like to know, but House 2 is empty as well, so there is no sign on the cusp???

When a house is empty, you're going to put more focus on the sign on the cusp, which is the very beginning of the house, and the ruler of the house (which is the natural planetary ruler for the sign on the house cusp, so if you have Aries on the cusp, Mars is the ruler of the house as ruler of Aries). You might find this interesting...I took an out of town friend to a FABulous astrologer, Boston.
She was told she had 2 empty ''somethings'', i don't know how she put it, in LEO.
Well, my friend had 2 small children in LEO!
She was told they would ground her, etc.
Well, have they ever! Health problems for decades!
One, maybe, 25 operations. She got grounded alright!
