I have to admit that I'd never heard of this, even though I have used some of the recordings from The Monroe Institute related to this report. The link below also has a link within it to see this US government report, if you want to read it. I've only read a little, because like with most government reports, it's dense in reading material. Maybe some of y'all will find its contents useful...
