That is ultimately the question does God punish. I mean why couldn't the punishment be part of the checks and balances in order to lead people in certain directions to grow closer to what one wants. But not everyone wants growth wisdom and knowledge. Some people just want money and power. Some people want to harm and control. To reap what they sow. But if we are all essentially part of one thing then how do we separate those conflicting desires? It may not be punishment at all but only feels like punishment from the opposite position.

We are all souls living in the Earth's heavens first and personalities living on Earth second. Between the two is a veil of forgetfulness. What we often see as punishment the soul sees as adjustments or course corrections.
As personalities come and go the soul remains constant, always adding wisdom gained to it's store. There is no shortage of injustice in the world but returning to the heavens we find nothing but the opposite, sublime justice. Since we have so much trouble seeing around the veil we rely on religions to explain things. Since religions, all of them, are man made, they are no more than expressions of personality. Thus we find the idea of punishment.
Is there really a God above all? Yes. To find this deity we need look no further than our own souls. When we meditate or pray a connection is made from us to our own soul (overself). The soul is thus attracted. As it draws nearer to us we realize the answer to our prayers. We have, for a moment, entered into a communication with our soul which is vital always in a certain area of the Earth's heavens. We receive an answer to our prayers. We wonder at this but since our religion has not taught us about the true role of the soul we tend to say "God spoke to me" or perhaps "God has a plan for me".
This arrangement is the functional truth of being a part of this planet. We are not aware of it because of the veil (between heaven and Earth) that obscures. But this barrier is necessary. Without it we would not find the strength of will to keep moving forward. Without the veil our progress would slow greatly. And again, in this area, religions help us. That they teach of a God and punishment only is of little importance. That we continue to move forward through trust and personal effort is the road that leads to the future.

Prepare yourself for the coming astral journey of death by daily riding in the balloon of God-perception.
Through delusion you are perceiving yourself as a bundle of flesh and bones, which at best is a nest of troubles.
Meditate unceasingly, that you may quickly behold yourself as the Infinite Essence, free from every form of misery. ~Paramahansa's Guru's Guru.

What about Satan?, He's one of many fallen angels. I think we're all capable of doing evil, angels included.

In my opinion.....Angels are beings, and beings are bonded by the laws of the universe. And one of the laws is duality. That means, yes some Angels can do good, and some Angels can do evil. Demons if beings, can do evil, and can do good as well.

Satan rebelled against God and was cast from heaven, so yes I think even angels can do evil.

Why did Satan rebel? In this instance it seems like god punished him? Was it punishment? did Satan get what he really wanted? And more over was the act of rebellion really evil?

I think I read something by Aleister Crowleys and the holy guardian angel that is really similar as to what you are describing. The holy guardian angel being the higher soul..

Perhaps maybe those angels and demons and other entities are all part of our own soul in some way. I mean if everything is one they would certainly be connected to us. Not that I am certain of anything. But if they were part of us. What would that mean? And if they were part of us then what would the connection to other people be. A connection or are they part of us too. So I am not really sure if everything is one. Because what would be the point of harming ourselves.
