There are a LOT of different interpretations of numbers that you'll find all over the internet. I think the interpretation you are referring to is on the Doreen Virtue site?
Quite a lot of the sites agree more-or-less with the numbers' meanings. Unfortunately, as you've probably discovered, 4s tend to mean different things to different people.
I follow the following interpretations on this site:

But it really boils down to which number system feels correct for you. If you feel the Doreen Virtue number system seems correct to you, then go with that one. It's a personal thing.
I first started seeing tons of 1111s from my spirit guide. I somehow stumbled upon the above site and it felt right to me. |

Similar situation, I encounter 6:28 which 6/28 happens to be my birthday. Does this really mean something? |

See, if i ever see numbers that aren't the same like 123, 321, or 628 like you said, i just disregard it because it's to vague. You might as well say every random number you see means something.
