We need to REDUCE our population in a big way. Assuming the whole world understands that, who is going to take the first step?

It's sort of like the early cowboy movies where the bandido is holding 7 men prisoner with his six-shooter...which one of them is going to make the move on him? Nobody wants to be one to take a bullet.

Besides which, it is in the immediate interest of the rich and powerful, who are the folks that could make things happen if they want to, to have a huge population. The larger the population the greater the number of Consumers.
