Yes and no. To some degree, we are all connected,but I've connected with perfect strangers telepathically without any problems.

For me yes I do have to have a strong connection with that person. Though I can pick up on others periodically. I have an extremely strong connection to one person who communicates with me most of the time.

With my personal experience, yes. I cant imagine trying to retrieve energy or data from someone I have never met or felt their energy. I had to have felt their energy at some point. So yes, a connection is real important.
