You have to relax and wait, without falling asleep.
Start by wiggling your toes, then release it, noticing the difference.
When they are not wiggling, they are in the relaxed state.
Continue doing this with your heels, ankles, then do it with every other part of your body, one by one, until every part was moved then relaxed.
Then, start counting up, from 1.
Slowly, like adding a number every 2 seconds.
What you want to do, if you do this is: Try to notice when you may skip a number.
Just notice it but do not try to move your body, nor to think. Continue counting wherever you were.
The important thing is not to start the thinking process.
If you feel tempted, jump back and start counting from 1.
Eventually you may get to the vibrational state.
But, as others have said it: it is not necessary prerequisite for going out.
It can be fun to experience them.

Vibrations are not a concept.
The Vibrational state is something that you
Feel.
It is called Vibrational state because it feels like something is vibrating.
They can be so intense that one could classify them as painful. (here i'm talking from my experience)
And yet, they do not cause pain, maybe an initial discomfort, until you get used to them.
(In hindsight: I guess i have concentrated on the vibration itself instead of trying to spread/expand them around)
I would describe the Vibrations as if you would feel the atoms, of the parts where the vibration is felt, moving around.
I guess these vibrations are ever present, but the mind, the daily life mind, would get too distracted if it could feel them all the time.
I would bet that it is deliberately ignoring them during the waking time, and that they only reappear as vibrational state as if it were something new.
