I agree with GlitterRose's last comment. Fear can propel us into needed action, so in that respect I tend to see it as healthy and inevitable. On the other hand, fear can immobilize one from tackling things one has unhealthy fears about, such as phobias, and debilitating anxiety.
I tend to have social phobias and was forced to face my fears head on when my son got married. I not only had to face and interact with a lot of people, I even had to communicate with a person in particular that I hadn't talked to in years. needless to say it was very anxiety provoking, but I grew that day and have found myself less fearful of such events now.

In some ways, a certain amount of fear and pain is necessary, otherwise we would do real damage to our bodies and in our lives. In this sense, fear keeps us safe, but there is too much unnecessary fear in the world.
Fear also limits really badly. We don’t realise how limiting a fearful belief or a period of fearful thinking can be. Sometimes we go into fear mode very quickly, as shown over the last two years when we read a headline or hear a negative rumour. The dopamine hit sends us off on a tangent, and sends our thinking into all sorts of “-what if?” Scenarios.
What we need to remember is that the Universe is always here for us, looking after us, guiding us, and providing for us. If we can get these beliefs much more habitual in our minds, then we wouldn’t be anywhere near as fearful. And there wouldn’t be any need for further fears either.

Theory aside, the thing about fears is (based on what I learn from experience) - at some point in life there needs to be a differentiation between whether one is feeling one's own fears or have been conditioned to take on the fears of others
Taking on other people's fears might dim our own inner voice, when actually we already have our own fears and need to work on the potential in overcoming them

I think it's a normal, mammalian, biological response to danger.
When it's anxiety, it is often a biological response to perceived danger.

This is a response I made on another thread about how the person thought
they couldn't meditate. I think it might be as relevant here as it was there even more so perhaps.
After meditation this morning, I wrote this down.
Thinking is an involuntary response to life. Thinking is part of
A survival mechanism. Pure awareness or pure witnessing can
See thinking and can know thinking even unconscious thinking.
Pure awareness has control over thinking, thinking can obscure
Pure awareness but has no control over pure awareness. The survival
Mechanism can be tempered by pure awareness, in other words our
Thinking doesn’t have to lead to actions.
The concept of voluntary and involuntary is important to understand
Otherwise we end up trying to control or eliminate things that find
Their place if we can experience or appreciate pure awareness.

Pure Awareness, doesn't care...
Doesn't care about thinking/non-thinking,
Doesn't care about conscious/unconscious,
Doesn't care about knowledge/ignorance,
Doesn't care about theism/atheism.
Doesn't care about what's going on.
Doesn't care about what comes or what goes.
Doesn't care about bondage/liberation.
Doesn't care about good/bad.
Doesn't care about anger/fear/lust.
Doesn't care about anything/any person.
Doesn't care about 'me' itself....
