Your question presupposes both the existence of souls and evil. Can you ask it in such a way that it does not?

I think they get reincarnated almost immediately because obviously they have to learn their lessons. They don't get a chance to see the light until they are "light" and not of darkness.

Some do Cool chic. I think your idea is possible and sounds accurate, almost logical. But there are those who dwell here and don't pass on properly, and they become demonic and cause distress amongst the living. Some spirits of evil dictators would likely be shifted to a different lower level so that they can no longer influence.

It seems we do not each have a separate soul but share a collective. "There is only an infinite expanse of unified awareness". Like drops of ink in a clear pool evil thoughts of individuals perturbs the whole and influences behavior of the species. The more evil we accumulate the more distant we collectively drift from Spirituality.

I see a lot of different opinions in this thread! A theme I saw in several responses was about how souls are never destroyed and somehow an evil soul decides to do good. While it's true the soul or conscious energy cannot be destroyed, it can be erased. That is, all traces of the "person" are gone and the energy starts over. This of course is only done to the most "stubborn" souls that will not change their destructive ways.
There was a particular soul who loved to be a warrior type. He loved killing, raping, and pillaging. He incarnated as a viking as well as a barbarian. Many on the spiritual counsel wanted to "erase" him. Others, however, wanted to give him another chance because his high energy aspect was unique. So what they did is send him to earth in a very weak body. He had no energy and could barley get out of bed. This incarnation forced him to become more inward and channel his soul energy in new ways. So, there is hope for him.
As far as what happens to souls that do evil on earth, well every soul has a unique story and unique guides working with it. There are really infinite possibilities. There is a "hell" type place dark souls can gather in the astral world because that is a place their energies align with. Higher souls can try to help them and many do. Eventually, many of these souls get free of this state and can then progress.
A feature of the astral world not many know about is the ability to relive earthly experiences though another's eyes. This helps a great deal with a person getting free of their karma because it offers them the opportunity to really experience how they affected others and this in turn will lead to spiritual growth. For example, Hitler could experience the life of a Jew of his time who suffered due to Hitlers actions. Higher souls work hard to help evil souls advance and learn. Most will change and grow and those who don't are eventually wiped clean like a hard drive.

The purpose of human life is for spiritual growth. A property of spirituality is that everything is connected. We all affect reality and each other. What exists seeks a collective harmony where no part harms another. Karma is a way to teach souls the affects their actions and choices have on others.
Why do people harm others? Because they don't know any better. Because the person has not advanced in awareness or empathy or compassion. If you truly saw every person as a part of yourself, you could not harm them. All you could do is unconditionally love them.
If somebody was on death row, they harmed others and a society's laws are seeking to punish them for their actions. Does society's punishment replace karma's punishment? Karma is a cause and effect action but it's not really about an action. It's about a state of consciousness. The state of consciousness that allowed one to harm another. That's the crime karma seeks to fix. So really it's about what the person on death row learned. Did the death penalty change their perception of what they did? If it did and they realized how horrible and wrong the things they did were, some karma is gone over their crime. However, if their worldly punishment didn't change them at all, they still have all the bad karma from their crimes coming to them.

Wait there is a consul who judges and decrees souls to certain lives? Who gives them authority to do this?
