First thing that comes to my mind is that the person was an Angel or Spiritual Guide in disguise. If so, its appearance and actions could be symbolic. Perhaps interpret the "Event" actions, etc. As you would dream symbolism. Looking at the encounter from that perspective might help.
To me, the white feather is a gift of spiritual development and/or knowledge.
Also, ask yourself if you are skateboarding through some aspect of your life? Look up skateboarding to see what it refers to symbolically.
The faint smile: Some people who've met Angels unaware, have said that the disguised beings don't show pronounced emotions. Hence, in your case, the faint smile.
Of course, as already stated by others, the person could simply have been prompted or otherwise motivated to give you the feather.
