The thing with morality is everyone has their own personal code. As this is both the Wicca and witchcraft forum I feel something may be said here.
While Wiccans follow the harm none do as you will rule, not all witches or practitioners of witchcraft do.

In the case of your neighbor ransacking an empty cabin and your intent for them to hurt their foot, I feel from what you've said is you honestly felt they were out of line and many others would agree.

In the end what determines your own morals is you.
Personally with the ransacked as a practitioner I would have attempted a working to potentially vacate this harmful individual from the cabin. Or a binding working to attempt to stop their actions. You used what in the moment you could think of.

Remember not all witchcraft practitioners are members of the Wiccan religion. I have no issue attempting curse work when I feel every other avenue has been exhausted.

I don't think you should feel guilty.

You decide your morals and your boundaries.
If you ask me I feel the ransacker or what have you was out of line.
