Shiva is also called Neelkanth - One with Neel (Blue/purple ) kanth (throat) . It is said it Kanth is blue due to poison which came out of Devasur Samudra manthan ( a seminal forum historically) . With these background painters drawing Shiva picture often draw it in blue/purple. It's more symbolic signifying God takes bad from us and in return gives us good only. Even if people may abuse /criticism /blame/neglect God (akin to drinking poison for a respectful entiry) , He only nurtures/protects such people . His wrath may come only after enough opportunities and warnings are given for us to change.
