I have not felt that specific sensation, but I am clairsentient as well.
The next time you feel it, ask it what it wants to share with you. What message it has.
Either you will receive a message for yourself, or you will tune into that person's needs. If the latter, give them what they need.
For ex: maybe they need a hug, or a kind word. So then just imagine giving them a hug / sending a hug, or mentally send them a kind word.
