I have practiced such silence in the beach, and found that it helped me to see the beauty of nature and the sunsets better .
Usually, indulgence in narratives, thoughts and emotions prevent me from such observation.
Nondual perception brought about by meditation helped to bring about 'neutral silence' as you state and reduce the mental noise. I consider it good for my mental health.
'Malevolent quietness' can be termed as physical silence coupled with an overactive mental process that does not cease at will, and ignores the flowers,waves and sunsets.
