In verse
29 it concludes with the following admonition which reads:
You are to abstain from food sacrificed to idols, from blood, from the meat of strangled animals and from sexual immorality. You will do well to avoid these things.
Those words are almost identical to the judgment James stated in verses
19 and
20.

So it appears the body of Apostles and Elders were in agreement with what James said.
I conclude this was the 'final' opinion of the body of Apostles and Elders.
