It's a disclosure from the former Canadian Defense Minister who also served briefly as acting Prime Minister of Canada.
This was around the time a number of highly placed figures did public disclosures on projects and events they knew about.
There's enough truth in it that it would take a lot of research to separate out that which is conjecture.
