Perhaps an example is the easiest way to illustrate this.

Esoteric astrologer Phillip Lindsay provides a free monthly newsletter to subscribers where he looks at celestial events and relates them to global events and possible outcomes. The newsletter for Scorpio was sent out near the end of October 2020, just before the US election, considering possible outcomes. A few brief quotes (bearing in mind this is a free newsletter so copyright should not be an issue):

The horoscope is Scorpio rising and a Scorpio sun – as it is every year, indicating the emotional intensity of election day. ... This year is different from other elections due to the presence of Uranus conjunct the Earth in Taurus and opposite the sun in Scorpio, indicating a radical, revolutionary or an unforeseen change; an upsetting of circumstances or events. Joe Biden’s Mars in Scorpio – the ruler of his Scorpio sun, sits right on the Election Day sun. Hence, Biden could be a strong contender, ...

Transiting Uranus also squares the US lunar nodes in Leo-Aquarius on Nov. 3. The Leo energy is strong in Trump’s horoscope and his Pluto in Leo falls on the US north node. Hence transiting Uranus will be squaring his Pluto (as it has since June 2020), challenging his hold on power, but also promising a “radical” result.

Transiting Uranus activating Pluto here could represent a major disruption or dislodgement from power. ... Or Uranus on Pluto might represent Trump attempting to hold onto power by not conceding an election win to the Democrats, a possibility that is particularly troubling for many Americans.

Maybe this example helps to answer your question. It also shows that understanding astrology and interpreting celestial events requires a great deal of in-depth knowledge and experience.

Perhaps another way to consider this is that horoscopes are not restricted to people. An event which occurs on a particular date at a particular time can have a chart done for that time, and that will show the planetary influences at that moment.

A chart can also be drawn up for countries in certain cases. For example, the USA as a modern nation can be said to have originated on a certain date in 1776 at a certain time. Therefore there is a birth chart for the USA. This can be treated like any other birth chart to examine current planetary influences. Obviously the origin of many countries cannot be pinpointed to a specific date and time.

And there are more general global influences, such as the recent Saturn-Pluto conjunction in Capricorn. Astrologers can consider the energies associated with both Saturn and Pluto, what it might mean when these energies are in conjunction, and how that might play out within the Capricornian sphere of influence. They may not be able to say exactly how this will manifest in human affairs, but they can suggest possibilities.
