You could start by simply looking through old photos of Rome (photos that were taken before or during the specific time period you believe you lived there in) -- of various neighborhoods and areas and shops--you know, things other than the typical landmarks you've already seen in books-- just to see if anything resonates, or if any particular area gives you an unusually strong emotional reaction.

Past life regression is a good one. It does take practice for most people, if for nothing other than to get a feel for what the actual past-life information feels like. When I visit a past life as opposed to regular meditation areas, I find the imagery and sensations are much clearer and stronger, with an undeniable "knowing".

If you have contact with guides, you can ask them about it as well. Fortunately 1940s America is well-documented, and you can try viewing/reading things related to it. Most common material is based around World War II, which took a prominent role in citizen lives as well. The show Manh(a)ttan is also based on World War II, but shows a historically accurate depiction of a more citizen-based life. You can look into shows like these and see if it seems familiar. Often, people will be drawn to time periods or cultures they lived in. The values, style, and mannerisms of the culture make sense to the people who are drawn to them because they're familiar.

You can also ask others - especially around here - to look around for you. Oftentimes, even if you get only fragments from a few people, it will line up and start sparking memories.
