Relocation Astrology
I have a quick question. I have read that when doing relocation astrology you should calculate the person's birth chart with there new location as their birthplace but what about the time of birth? Do you need to also change the time of birth to reflect the time they would have been born in their new location?

Yes, you use your birth time at your original place of birth.
IE, I was born for 9:30 pm, if I were doing a relocation chart I'd use the time 9:30 pm.
