It sounds like you're way too stressed and pressed for time to meditate. If that's the case, I don't think you can just sit down, quiet your mind, knowing you have so much to do still and you actually need to spring into action again. Your body & energy system are way too active and stressed then to be able to relax. It will likely only frustrate you more because it's not working, adding to your stress.
Maybe do something else before you meditate to help you slow down. Which can be anything from being by yourself, not doing any chores for anyone, just listening to nice music. Or maybe do the Daily Energy Routine by Donna Eden (you can find it on YouTube) to help streamline your body & energy & meridians, also helps with stress. This takes 5-10 minutes. And then meditate. Or skip that and only do the Daily Energy Routine for a while. It will help to get your energy system to become more balanced. Then maybe after a while you can add the meditating to it.
If you can get to good quality meditation for 10 minutes, I'd go for that. Who says it has to be 30 minutes? Do what works for you and fits into your schedule.
Also, maybe what you try to do isn't the right method for you. I don't ever meditate to quiet my mind by just sitting there. My mind is too active, too lively, and I simply cannot do it. Something inside of me also doesn't want to do that.
What does work for me is visualisations. The hedgewitch I was training with years ago called that 'magickal meditating'.
It works for me. I like to go to my inner Sacred space, my Sacred Garden which I designed myself. Sometimes I just go there to play on the swing, walk around a bit, lay on the grass, sometimes to meet a spirit and so on.
I also don't sit on a cushion. I have physical problems, but even when I didn't have those I didn't like it.
Find a way that works for you. That'll work much better than trying to force yourself to do something that is 'prescribed' but doesn't suit you or your life.

Try listening to some meditation music, I found that it helps me stay in the zone for longer
