Does a plant or an animal have a “soul?” Is it God, then that is responsible for giving Divine creations a soul? How far down the line does the chain go?—if God creates humanity, and humanity creates intelligent machines, then who gets to decide whether or not a machine/computer might possess a “soul?”
Apologies for posting twice, but it was easier this way.
I would say that all living entities are
souls. It's not that God gives us a soul, we are already a soul - God gives us the body. It's our misidentification with ourselves as the body that is the cause of our current bondage in this material world.
I'm of the opinion that, as described by Krishna is Bhagavad-Gita, both ourselves (the infinitesimal souls) and Krishna/God (the Infinite soul) are eternal in nature and never created or destroyed.
