Spokes on a wheel, like in the Marianne Williamson analogy. Each of the spokes looks like people made of three elements including a head (the circle), from which sprout consciousness... I am seeing these as individual Christ Consciousness (the 3's) with fully opened crown chakras, that then connect them to the wheel of life.
In the center is something reminiscent of the yin-yang symbol, never-ending in a spiral, and that from which all arise.

It is the Wheel of Life showing the four directions and four elements, also used to represent the eight festivals in the Craft Year.

It can mean a lot of things. What this particular symbol represents is a "Star Gate." You can see the 4 dimensional opening in the middle of it. The star gate represents all of what you have described. The Star Gate itself symbolizes many other meanings.
