Now China has a big problem, not enough Females so rather than curbing it's population it's creating a unnatural society. The law has now been changed as they recognize the need of a balanced society.

statistically speaking first world countries are already having less and less children. Japan and to a lesser extent germany is leading the race. but generally they all are to varying degrees. third world countries as they become industrialized, schools, running water, power grid and so on becoming first world may likely do the same. statistics can say anything depending how you use them. for an accurate assesment one should imo look at current recent trends.
