Elements cannot be isolated solely on the sun , moon and rising in an entire chart. Elements depend on the whole chart. Sometimes one or more elements might prominently play out in some patterns. There might be one or few elements prominently standing out.
Taking the whole chart in consideration, personality conflicts cannot be created in one individual chart alone, as it would in between different elements of two different people. That kind of contrast in one single chart alone is not as prominent between two different people of say fire and water sign individuals. It works more subtly in an individual chart.
So I feel if there are conflicts they could be for a variety of reasons, not necessarily having a water sun and fire rising is necessarily always conflict in personality.
I have seen Earth signs in family with fire moon and fire rising, they do extremely well, because fire is prominent in their chart over all and that does well. But fire and Earth signs generally don't get along well. It works different in an individual chart.
Also Scorpio with Aries rising, extremely intense. But it suits their individual purpose. I don't necessarily always see a conflict. Alot of factors are present to define conflict.
