Well yes delays in personal and professional sphere is common during this time. Recently someone close to me ended a relationship with a long term work partner. I have a venus in my tenth house, although for me this period is all about upgrades. I have been experiencing a need to re evaluate , but it is more internal, emotional in nature than anything related to my work, public and relationships around it. It is said financial undertakings should be avoided during this time.
Venus in fourth house is a good placement, they love the comforts of home, good space. Home and comfort is granted. During a retrogade, the set of values that define home for you might need to be redefined. You might notice some changes in your personal belief system or beliefs that bring you close to feeling at home. However, judging from my own personal experience it might or might not manifest in your relationships at home or family exactly as much as it could mean personal beliefs etc.
