If you live anywhere near a power plant they are supposed to test the emergency sirens once a month.

The nearest power plant is about 30 to 35 miles away. It is a coal plant. It could echo over the mountains, but no one who I know who has lived on this road for the past 4 decades or more has heard this sound. I did also wonder if it was a transformer, but my husband says the sounds are different.
We do have windmill thingys all over the mountain tops here. I did wonder if one of those were broken and making a loud noise and echoing across the mountain ranges. It was super windy that day.
