into a body of water, used as a landing stage for boats". these scenes could be
speaking of a launching off point you've arrived at. the machinery, and the
coins used to operate them, seem to be infused with a magical energy which
might lead you into exploring 'crazy' realities (which seem like mindless fun
more than anything 'negative').
to peer is to "look keenly at someone or something", and you were spotted
by the angry man, and later by those cops, each of which gave chase to you.
your activities are observed by others, and they have ramifications to your
own sense of well-being (you'd decided to run away from those).
a peer is also "a person who is equal to another in status". you'd been
delivered into the scene by the forces of nature, and behaved according to
your own free will, joining in with others, and operating the machinery there.
some other free-will individual, apparently feeling himself entitled to sole
ownership of the devices, grew angry and sought to confront you. it might
be that he'd elicited the aid of the cops, to enforce his view of being the
proprietor... but they could not. [he wasn't truly "the owner".]

you are among peers when you operate those devices, and they are
'communal property', available for use to all comers. the sea had
brought you to that location, which is saying that mother nature has
guided you... perhaps this event was designed to enlighten the angry
man, and his cohorts, that they are not in charge of directing how
free-will is exercised by peers.
there's also the possibility that you've created the dynamic of being
chased by 'angry energies'... through unrecognized means. this could
account for the frequent appearance of cops, wanting to place you in
custody for something or another, in your dreams.
