Who were these people?

I was waiting for a small bus outside the doctors office. A white car pulls up. A man and a woman roll down the window, look at me for a minute, then take off out of the parking lot.

But extra creepy was the man in the black suit, he was in and out of the building talking on the phone, but when he was in the building I saw him looking through the window watching me. Then he got in his car... then the bus came, and he followed the bus for a little while.

This is creepy!

my guess is that they were "ordinary people" doing ordinary things.
it's good to have a sense for creepiness in case something comes up
that you'll wanna deal with; just be cautious and only act from a position
of knowledge, not ignorance (i advise).

He could have been a PI, or law enforcement investigating you for some reason.
