Are people with small eyes cruel?

If its not genetic, doesnt physiognomy teach us that they are cruel?

Probably best not to generalize too much there, regardless of what physiognomy says. It's better to let a person's character rather than their looks speak to who they are, in my opinion.

I think that the question itself is a gross generalization....
Let's try looking at it from another perspective: What if the question was:

- Is everyone with blond hair dumb?
- Is anyone with a mole or birthmark evil? (circa the Salem witch trials....)

A person's personality or character, has nothing to do with their physical appearance......

LOL...I understand that generally speaking, your eyebrows (in Far Eastern traditional medicine) along with your brow area,
are representative of your wood energy -- something that women's constitutions typically have much less of than men's.
So don't pluck them!!! Fluff them instead
Else you are symbolically giving away your authority

OK...now regarding the OP...
I have no other comment of significant to make on this thread...except for the instance of when the OP has noticed cruel behaviour and is looking for deeper explanations. If so....

Then yes, it is true that the traces of one's life can often be found written upon the body for the trained traditional doctors of many traditions...these are ancient and highly respected Chinese and Indian medical traditions that have great stores of information on this topic. But often all that the body "understood" was that it experienced stress or trauma, (or the lack thereof).

Psychologically some people may "hide out" or pull back from the world due to fear or trauma as often as due to a deceptive or cruel nature...This may give them an appearance of a hooded gaze or of a stern gaze, and yet they may be the kindest persons on earth.

It's also possible (and even highly probable) that for those who appear cruel, the roots of their cruelty or apathy or deceptions etc may stem from earlier traumas. I would say IMO we should never presume to judge the outcome of the trauma (which may be cruel behaviour, or simply a stern demeanor or appearance which may in fact hide a gentle heart) without seeking to understand the trauma itself.

Though that doesn't mean that we should subject ourselves to needless abuse in all cases....only that we may want to withhold judgment whilst we distance ourselves from it, if possible. And look to our better natures and our compassion to guide us in the main.
