inner voice and telepathy

I was switched on a few years back and ever since ive been struggling with my inner speech. Its diluted, inconsistent and its the same when i read. Sometimes my inner words transfer to my throat/mouth instead of staying in the mind - which affects my breathing. Pushing and focusing doesnt seem to do anything. When reading ive learnt a technique by picking up words with the eyes. What can i do to improve it? If anything at all. I really want to start reading with my inner voice again.
